Your Local Blue Mountains City Council Land Surveyors
Land Surveyors in the Blue Mountains
The Blue Mountains demands more from land surveyors than most areas in NSW. Bushfire overlays, heritage conservation areas, World Heritage constraints, and a near-total absence of Complying Development all need to be captured accurately before your project reaches council.
C&A Surveyors brings over 100,000 completed projects worth of experience to every Blue Mountains site. From contour to final plans, we deliver accurate, DA-ready surveys on time, with no surprises.

Land Surveyors Serving the Blue Mountains and the Blue Mountains City Council LGA
Building in the Blue Mountains means working within a development approval environment unlike anywhere else in Greater Sydney. Steep terrain, proximity to the Greater Blue Mountains World Heritage Area, and heritage conservation areas across towns like Katoomba create a layer of complexity that shows up in your survey before it shows up anywhere else in your project.
C&A Surveyors works with architects, builders, and homeowners across Blue Mountains City Council, delivering detailed, accurate surveys that council and private certifiers require.
Surveying Services Available in the Blue Mountains
From your first DA submission through to subdivision and strata, C&A Surveyors provides land surveying services across Blue Mountains and the surrounding region, so you can work with one trusted provider from start to finish, without the coordination overhead of managing multiple firms.
Pre-construction DA/CDC Approval
Before construction begins in the Blue Mountains, obtaining a Development Application (DA) or a Complying Development Certificate (CDC) is crucial. At C&A Surveyors, we provide highly accurate surveys and detailed reports to ensure your project meets council regulations.

Surveying Regulations and Council Requirements in the Blue Mountains
Blue Mountains City Council primarily operates under the Blue Mountains Local Environmental Plan 2015 (BMLEP 2015), which carries some of the most restrictive land use constraints in NSW. A large portion of the LGA is zoned Environmental Conservation or Environmental Management, and overlays for bushfire risk, heritage, biodiversity, and riparian corridors apply widely across the built area.
The most significant implication for anyone planning a build or renovation: Complying Development (CDC) is almost never available in the Blue Mountains. Because much of the land is covered by environmental conservation zoning, heritage conservation areas, or high-risk bushfire ratings, the State Government’s CDC codes typically do not apply.
This means a much larger proportion of development in the Blue Mountains, including common projects like granny flats, additions, and outbuildings, will require a full Development Application (DA) through Blue Mountains City Council rather than the faster CDC pathway available in most other LGAs.
A thorough survey in this LGA does more than capture site dimensions. It needs to identify the relevant overlays on your specific lot, record accurate contours for bushfire and drainage assessments, and meet council’s DA requirements for detailed site information.
If you are unsure what your site constraints are or what your survey needs to include, our team can walk you through it before you start.

Frequently Asked Questions: Blue Mountains Surveyors
My property is in a heritage precinct or near the national park. Does that affect what the survey needs to include?
Yes, in a practical way. Heritage conservation areas and proximity to Blue Mountains National Park can affect what information council requires in your DA, and therefore what your survey needs to capture and document.
C&A Surveyors identifies the relevant overlays on your lot and flags them for your architect or designer before the survey is finalised, so nothing is missed at lodgement.
What is a BAL rating, and does it affect my survey?
A Bushfire Attack Level (BAL) rating measures the bushfire risk to a building on your site. It is assessed by a bush fire consultant, not a surveyor, but an accurate contour and detail survey is often required to inform that assessment, particularly around slope and vegetation setbacks.
Many Blue Mountains properties sit on bushfire-prone land, so a contour survey is frequently one of the first steps in any DA-stage project.
How soon can you attend my site? How long does the survey process take?
