What Is an As-Built Survey?
An as-built survey (also called a Work as Executed (WAE) survey or as-constructed survey) documents what was actually built on site, compared to what was originally approved. It records the final position, dimensions, and levels of constructed elements: the building footprint, slab levels, retaining walls, drainage infrastructure, and any other works covered by the development consent.
In NSW, as-built surveys form part of the occupation certificate (OC) process under the Environmental Planning and Assessment Act 1979. These are prepared by a Registered Surveyor, a credential governed by the Surveying and Spatial Information Act 2002. The deliverable is a certified survey plan: a scaled, annotated document showing the as-constructed works referenced to the approved consent plans and the survey control network.
An as-built survey is not a building inspection or a compliance certificate. It’s a registered surveyor’s certified record of what exists on the ground.
When Do You Need a Boundary Survey in Sydney?
As-built surveys are required at or near project completion. The most common triggers are:
OC applications for new builds: Requirements may vary by project, but for most new builds in Greater Sydney, a development consent will include a condition requiring a certified WAE plan before a principal certifier can issue an occupation certificate.
DA conditions requiring final survey: Some development consents include an explicit condition requiring as-built survey documentation before the certifier can sign off.
Stormwater and drainage compliance: Councils regularly require as-built plans showing the final position and invert levels of drainage works as a condition of consent.
Retaining walls and earthworks: Where retaining structures are part of the approved design, as-built confirmation verifies compliance with the approved engineering drawings.
Knockdown-rebuild and owner-builder projects: If you’ve project-managed your own build, your certifier needs a licensed surveyor to verify the completed structure matches the approved plans before OC can be issued.
Construction variations from the approved design: If the build deviated from consent even marginally, an as-built survey identifies the extent of variation before it becomes a certifier delay.

Do I actually need an as-built survey, or will my certifier accept something else?
For most new residential, commercial, or mixed-use construction in Greater Sydney, a certified WAE plan prepared by a Registered Surveyor is a standard requirement for OC issuance. Some certifiers may accept a surveyor’s report for very minor structures, but for any project with a DA consent, it’s the norm rather than the exception. Confirm with your certifier at the start of the build.
What's the difference between an as-built survey, a Work as Executed (WAE) survey, and a final survey?
They’re the same thing. “Work as Executed” is the terminology used in NSW development consent conditions. “As-built” and “as-constructed” are the industry shorthand for the identical deliverable: a certified survey plan showing what was built versus what was approved.
